If you have cats, don't let them go outside - at all. They kill billions of native animals. Feral cats are a whole additional problem and should be dealt with like Australia deals with them everywhere they are found.

It looks like he wants to play. Try to replace those living targets with toys and keep him busy enough playing: as he doesn't eat his victims it's apparent he kills from boredom. Here's an article on that but I only like the first suggestion. Or stop feeding him so that he'll kill for a natural purpose, at least.

we have 3 cats.. Mommy (16) is gonna kick the bucket any day but doesn't.. Aretha (1) is a hype active kitten.. then we come to our recent addition, Jack (5).. He was an indoor/outdoor cat with one eye.. he had to find a new place to live after various violent incidents in his previous living arrangement. He's an orange fat bastard. Some how he's been squeezing through the fence with my neighbor and killing all the squirrels. The neighbor's dog isn't intimidated like my dogs so Jack did a runner once discovered. Lucky the fat bastard didn't go far when he ran out the neighbor's open gate. We found him a few hours later and he got grounded from the backyard by my wife. I'm currently working nights so when I get home at 5am, He's waiting by the back door to go kill... "Daddy can I go kill tonight."

I know this look well, as well as the Maine Coon personality. Reference the pet thread, Hamilton The Beast.
One of the elderly neighbor ladies was walking her dog past my home one afternoon. As she walks by, she asks, "Is that your cat?" She continues with, "He's a bit of bully huh?" I just laughed it off and commented, "He can be a handful at times." Just as I said it, Hamilton attacked her dog (which was twice his size) while on a leash and the dog was trying his damnedest to get away. My wife couldn't watch it and I refuse to. Crazy story though. These people trying to get this guy were lucky in more ways than one.
