If your wastegates were closed at idle doesn't that mean it would always be boosting?

Is the waste gate closed when the car is off? For front turbo, If you take off vacuum canisters and look carefully above headlight you can see actuator arm through a hole in between the bracket.

I would guess you have a bad bushing and your WG's are stuck or starting to stick.

The hissing noise is also indicative of failing turbo wastegate, after hearing this new information, my best guess is you need new turbos.
No wastegates open when car turns off or if I unplug the vacuum hose. Even with wastegates open the exhaust does get louder but still sounds like air

Possible BSD Fault codes can be the cause of the weird exhaust note ?
