+1. I know plenty of cops who don't know shit about cars but know a few things. Usually they just send people straight to the smog ref so they don't have to deal with it and identify anything incorrectly. It's the simplest thing for them to do.

I just parked in San Francisco (Taraval & 28th Ave) at a meter and paid for half an hour at 11:45 AM.

At 12:07 AM, I received a citation for "TC202 Parking meter/OUT Down" I returned at 12:12 AM and there was time still on the meter. Comments field of the citation said no DP Placard. There was no handycap parking sign or any paint on the curb.

WTF is wrong with SF DPT?
