I'm not. It's a low milage used car for them they they can potentially flip and make money on. Depending on the availability of used cars in that particular market, they may have figured they could have swapped the downpipe and still made money on the deal depending on the condition of the rest of the car.
And it worked, except they didn't swap the down pipe. There a line here about "meddling kids" here but I'll leave it to the imagination of the board.
