This is tough - just because its over-rated, doesn't mean it's bad. I love my BMW performance grills, $100 and they really change the look - but almost every vendor sells some version so I would call them closer to overrated than underrated.

With that I'd say-

Overrated -
Quads - just don't get why everyone gets so moist about these?
Stick on splitters - there just....well, stuck on.
Cosmetic M parts stuck on a non-M - news flash! IT'S NOT AN M!

Underrated -
JB+ -On/Off in 5 minutes, 30-40hp even with conservative settings, $2XX? What's not to love? Underrated b/c you don't HAVE to get a JB3 or Procede to have some extra fun.
Tint - should be everyone's first mod. Except for wheels, nothing changes your visual first impression of a car - especially sedans.
