Per the forum rules:
In order to use the PM system, you will have to have 5 posts under your belt and wait 24 hours after the 5th post before your account is upgraded.

I also can't start new threads.

If I try to start a new thread, or PM, the text box is grey. If I send the PM, the subject goes through, but none of the body of the text.

I can't make a new thread, since it says the message is too short.
