Technically, you don't have to be pulled over. You can just find a cop with their lights on, park near it, and take a picture.

Dammit, now that you say so this would've been PERFECT yesterday! I witnessed and reported an accident, and there was police, fire AND paramedics, and my car was parked right in a nearby parking lot (not shown in pics: The police cars were only about 7 feet from my car)!

The driver of the one in front seemed to have a bit of a headache, but everybody else was alright (minus being a bit traumatized of course)... Both had kids in the vehicle.
