I don't know about all the folks at Passport, but I deal with Frank Parks over there, and he's quite a cool fellow.
The service guy I'm assigned to is OK, and he'll certainly make sure your car is properly handled, but he's not very accommodating if you ask for something that'd call for him to have to intervene in the standard process to make your request happen.

The reason is that in VA, because auto inspections are more frequent, the standard of what it takes to pass inspection is a bit lower. In MD, where the car gets inspected only at initial registration, the standard is somewhat higher because the car won't come back in to be checked again, potentially, for quite some time. Given that car dealers must sell the cars so that they minimally pass the inspection of the state in which the dealer resides, you'd want to buy from a state with a higher standard. If you are buying CPO, however, the standards for CPO are likely higher than those of any state inspection.
