I'll just ignore it. I tell people over and over this shit needs to be complete, and tell them how much money we have outstanding due to shit being incomplete. They don't fucking care, not their job to know what they're doing

At this point, I'm ready to start deducting hours for currently un-billable hours. It would make my life hell keeping track of that, but it might be a lot easier than becoming a fucking CSI investigator as to what the fuck happened every time a job ticket gets turned in...

The service supervisor is the worst offender. Haven't gotten a timesheet from him in probably 8 months. He's also the one claiming how bad paperwork is. But he doesn't have to deal with it, so it's just a cyclical procedure where shit gets more and more convoluted until there is a major error and we all have to sit down and figure out what happened. Everyone recommits to doing their paperwork. 2 weeks later it's all out the window again. So I give up. I'll do what I can with what I have. Everyone else can fuck off

Create a policy and hold his feet to the fire.

Goal of x% or less of "variances", anything more affects his deparment bonus pool on a sliding scale. Hit the top end of the acceptable variances and he is let go.

He takes 40hrs on salary. The issues arise when bills get sent out without time he spent on them because the timesheet is supposed to say how many hours are worked and on what. Sort of a check against what service tickets say. But when neither gets filled out correctly, exercise in futility. I'll just put his stack of paperwork back on his desk with a post-it saying "incomplete" and I'll mention it when he calls in. Time to go to staples and buy a bunch of those little arrows that point to things that need to be filled out.
