Effectiveness will come out in the months to come. Too little too late is those who have been concerned with their economy. Not being neccessary is coming from those who feel like they're just getting gipped from the goverment.

I think they they're at a good start to try to rectify the situation. I'd rather pay 4% increase each year to adjust than to be stuck with 0, 0, 12% on the 3rd year and be fuked.
