Fully modded = a car modded to be faster than the M3.
This consists of JB3 or V3, an intake, an intercooler, and usually, but not always, downpipes. Cars with previous gen tunes, dinan, or lacking an intake are generally cars modded to be faster than stock for the conservative individual. Seriously, the quickest M3 on dragtimes ran a 12.5. There are 14 separate 335s with 18 total runs that are sub-12.5s The fastest M3 on dragtimes trapped a 114.8 which is a much more dominating feat that only 4 separate 335s have a accomplished a total of 6 times. But seriously, didn't shiv trap a 118 the other day? You see? thats fully modded.

Yeah, it is based on the M3. Sure, you can call it flattering if you want. But if you take 2 cars that are nearly identical outside of handling and speed, and you can make one that is $15k cheaper as fast as the more expensive one, that's the right measuring stick.
Everything else is generally apples to oranges. But two cars on the same chassis with the same interior by the same brand? One modded by M division and one modded by a collection of brands? Thats just red apples vs. green apples.
