i got popped for one in downtown years back, it cost me $85.
but I fought it w/ a trial by written declaration and won. Cop was a doof...sees me crossing, I stepped off into the intersection whilte the white walk signal was lit, my progress was impeded due to a dummy turning the corner right in front of me, and then I end up not making it to the other curb by the time the light stopped flashing.

then he says "come here...can you not see that the red hand means not to cross?" WTH?

2 or 3 years ago NYC wanted to raise some money. so they said they wanted to give tickets to j-walkers.

sure enough, people were like WTF, this is a joke! they dropped the idea in a couple of weeks
