If your baller enough (like oc335i!), 17-55 f2.8 is probably as good as it gets in the IS department. This lens is L quality just without the sign. Canon couldn't make this a L series lens because its for the crop body.

what lenses are you shooting with now and what do you plan on shooting, i.e. landscape, automotive, portraits, etc.

it really depends. Some people really care about how much zoom they have while others like me only want super wide lenses lol.
