Squealing noise 2010 320d

Hi,
Got a squealing noise on start up and turning the engine off.
And a squeal whilst it's running thought it was the drive belt so changed that today but it's still squealing.

Harmonic balancer?
Is that the same part as a drive belt tensioner?

Can anyone help?
Noise comes and goes
Definitely sounds like it's coming from the pulleys.
They all look in decent condition.

Garage List
Dry or worn pulley wheel bearing maybes?
I'd try spraying a bit of wd40 (other penetrateing oils are available) behind the pulley wheels, avoiding getting any on the belt.
No idea if that'll help but I'd give it a try
