Rear Deck Lid Brown Spots

I was cleaning my trunk and noticed two brown spots on the underside of the rear parcel shelf. Strange. Look like rust, but no. Thoughts? I tried using some detailing spray to remove. That didn’t work. 😒

Does that seem like it's rust coming from underneath the paint ?

Gosh I hope not. But maybe. It doesn’t flake or come off with scrubbing.
