Sustained some major damage on my skirt and underbody

I’m absolutely tilted right now. My neighbor has been doing a remodel in the back of his house and part of this has been bringin trucks way above weight limits. Because of this he smashed the cement on my neighbor and my shared easement. Picture a large circle of damage in cement with the center in tact a- if that makes sense.

Well today that seemingly flat cement decided to flip up in my wheel wheel and scratch the entire side of my lower skirt trim. Additional, there is a mysteriously black parts that seem to have been obliterated off as well.

Has one one experience damage like this, or know what it will cost? Or can someone tell me what the black pieces are that are in my trunk?

What a way to end an already shitty week. Someone have some decent news for me?

Livid doesn't even begin to describe myself. Side note, I am doing my best to find a part number or something for the side skirt itself to figure out a cost but this is my first time doing so - if anyone has pointers.

Edit: For anyone who needs this info in the future...
Side Skirt: Part 51775A05A75 (about $700)
Jack Pad: 5171706591909 ($40)

Greatly appreciated, thank you. Wondering if I could do this myself but I think I may be in over my head not knowing what other fasteners, etc I would need.

Ugh, this makes me sick. Good luck getting fixed like new!

The jack pad just press-clips in, the side skirt is held in place with body screws/bolts, easy to do.
