I think, as stated, there is some degree of outside temperature factored into the heated seats. I've been trying to figure out why some days they will start when set to low right away, and other times it seems they don't turn on for a couple minutes (super annoying). I think it's the fact I'm parked in an attached garage, which is warmer than the outside ambient temperature. This morning, my garage was 6 degrees celcius, but the outside temp was about -9. After the car showed 0 celcius in the gauge cluster as the outside temperature sensor adjusted, the seats turned on.

Nope, or at least, not in the UK or Europe as we can’t have the Remote Start function

It isn't. I don't.
When I try switch climate control to manual and setting the seat heater to low, it will say low on the screen, but the heat output definitely not low.
It ridiculous that the seat heaters are even tied to the climate control.
I am rambling a bit, but this far this has been the most irritating thing about the car.
UK ambient temps have been zero or less (celcius) in the mornings for past few days and my seat heating (set to Low) has come on every time I go out to use the car.

My steering wheel heating comes on with the seats (using the app remote start) when it’s cold outside—US though.

Yep, that's why I specifically mentioned UK & Europe where we can't have remote start due to legislation.

Europe gets the adaptive headlights, and we get remote start.
Legislations are really stupid.
