It's a recall to get your car into a dealership so they can upsell you additional services your car doesn't need.

Basically the final fix is to splice a 7.5A fuse into the PCV heater wiring in the DME box.

I had this and the blower motor wiring recall done at the same time. Took 2-3 hours and I was provided with a courtesy car as well.
