BMW parts has it listed as an underhood shield front spoiler. I've only seen it on EU cars, but it might be used elsewhere. NA cars do not have it but oddly enough there is a US specific part number for it. I Imagine is has something to do with fuel economy but can't say for certain. I do however like the way it looks.
