Glaze and sealant. See my list of products used here:

Need to apply 2-3x a year, it lasts a long time.

No, absolutely not. It will protect the clear coat.

You're best off taking the wheels off the car to perform this cleaning process.

First wash the wheels using mild soap and a microfiber or sheepskin mitt. Dry them using a clean microfiber towel.
Then apply the glaze, a very thin coat. This will fill in any minor surface imperfections and provide a great surface for the sealant to adhere to.
Once it dries to a haze, buff off the glaze and apply the sealant; again, a thin coat. Let it dry to a haze as well and buff off. The sealant will take 24 hours to cure so don't do anything else to the wheels during this time.

Done. Now no dirt, brake dust, etc will stick to the wheel and maintenance washes will be easy.

sealants dont bond to MOST glazes

chemical guys EZ cream glaze is one that will do some light cleaning, and allow the sealant to bond still.

If you are talking about protecting the wheels, look into opti-coating them.
