Leaking DVs?

Trying to chase a boost/vacuum leak.

Took the front DV off and pressure tested it using a tyre inflator. It would not go above 4 psi and I felt a very slight bit of air coming out of the relief end (the part that connects to intake). I then tried to introduce vacuum where the DV connects to the intake manifold vacuum line and it slowly lost vacuum.

I then tried to introduce vacuum to the rear DV in the same way and it lost vacuum with an identical rate to the front.

Car makes 11-13psi when 16.5psi is demanded. Sometimes makes 15.5psi. Do the DVs hold vacuum? Does this sound like bad DVs?

This is the test (@~2:00) I did except mine would build vacuum and then lose it slowly.
