Many of these decisions are based on emissions, fuel efficiency standards, and simple sales numbers. I know the mk8 Golf R is one of the few mass produced cars still coming to the US from a foreign importer in a manual configuration because the sales numbers supported it. The regulatory "cost" of changing something as substantial as a transmission means engines cannot have features like start stop and other emissions and fuel saving technologies. I am not saying it can't be done, but that a very small minority clamoring for something that ultimately hurts revenues isn't a good decision for staying in business.

Like you said, the M2 won't be limited. Though with how supply chains are being constrained even more and more every day, getting a first allocation for an M2 is going to probably be a challenge. Having my M240i order and trading it towards the M2 when it comes has the potential to get me up in the list for it. Hope that helps or explains my logic!

The first M2s will be an M 50th anniversary edition, so yes they'll be tough.
