I didn’t go check again, but did you check that both options are set?

Lighting
- Automatic light control
The lighting switch position where the automatic light control is active. To prevent the low beam to come on when the switch is set to “0”, use the option “Active in position A”.

Values:

Active in position A
Active in position A and 0
Requirements:

“Body Domain Controller” BDC_BODY3 control unit
This coding is only possible with one of the OBD adapters listed here.

- Exterior lighting switch-off allowed
Allow the exterior lights to be turned off when the engine is running.

Values:

Active
Not active
Requirements:

“Body Domain Controller” BDC_BODY3 control unit
This coding is only possible with one of the OBD adapters listed here.

Followed the steps to code my anti dazzle MY22 and works as described, though as someone who drives mostly in the city I am not sure it's anything to write home about.

I have my code set that way and it doesn’t work how I want it to

UPDATE

If you switch off the auto lights, you can select and drive with just the sidelights on. This should solve your issue.

If you have ever been to a drive-in movie, it is in very bad taste to drive around the parking area with headlights on. And when you find a spot to park, the ground is sloped upward for a better view out the windshield, which put the beams directly on the screen. I know there aren't many around any more, but there is still one in my town that is still operational, and people come from all around, I think mostly because of how few that are left.

That is very cool. In all my years on this beautiful earth, I never had that opportunity. Results of urban upbringing, I guess. I'm realizing that there are other functions that are not allowed on these cars. For example, I want to just roll the car down the driveway a little without turning it on - Nope. Move the car with the door open - Nope. Maybe it is my settings?

I can see how these bright lights would be a little obnoxious at a drive-in.

You don’t need to have the engine running to move the car in neutral

I'll have to re-examine this.
