Xenon light malfunction(not ballast)

My passenger light has been out for a while and initially it appeared to be the ballast after testing. However, the light went out after swapping the ballast. What could be the issue? Any methods to test? Would having a blown ballast in for too long result in the frm cutting power to the component? But even then, shouldn’t the light not turn on at all instead of turning off after working for a bit?

Possibly an internal short in the headlight.
The frm can cut power if it senses a short and you’d have to fix it then reset frm counters.
