Looks like a small sander. Probably trash in the primer that she's getting out before it goes in for body color.

Correct, the E-coat looks nothing like that prior to painting the base coat.

Plants outside home country tend to be better. Why? They’re under the microscope of HQ….very little room to deviate and always more by the book. GM china is one of the most advanced plants in GM’s lineup.

All these global companies have common global quality standards… When I deal with the OEMs in Mexico and china, they take no prisoners when it comes to following it. For example, it takes years for Honda Mexico to make any changes to parts quality specs while Honda japan may take a year. They will throw every test to ensure these plants meet or surpass quality tests
