CPO Elite with new replaced engine?

I found CPO Elite 2012 328i Coupe M-Sport with 13k miles but engine was replaced at 43 miles. Why would this CPO Elite if engine was replaced? It was selling for $33k.

If the motor was replaced at the dealer with a new one, I don't think there would be any reason for concern.

In my recent and ongoing experience, CPO is a scam. I paid for and accepted delivery of a CPO 2011 335d on April 30. The car made it all of 8 miles before dying in the middle of the street, leaving my wife and me in a dangerous situation. This is all the worse because during my test drives (yes, take more than one) I discovered the famous belt squeal and had them fix it prior to accepting delivery.
This means that if CPO means anything other than Certified POS, they had a second chance to get the car roadworthy and failed.
It is May 2 and VISTA BMW can't even tell me what is wrong with the car.

The engine was installed and the car runs well but I cannot get the dealership to properly address the CPO preparation including the belt squeal on startup. I am going to take it yo another dealership and get the squeal fixed.
Next comes the fight with BMW about the almost 3 weeks the car was unavailable for full use.
What a joke BMW is becoming.
