It is pretty sad, because most of FHWA/DOT regulations have not changed from the 1950s. Of course, most of the people working there are in fact still there from the 1950s (ok maybe 1960s). Someday things will change for the better. Neither today, nor tomorrow is that day however.

I don't work for them, but I deal with the DOT on a daily basis here in CT, and all of them hate change and want things to stay the same. Most don't care about anything except CYA and their pensions. It's typical union mentality.
