335i Boondoggle as the snows about to begin

Naturally right as its about to snow here in lovely Germany my '08 335i running on racing slicks: read 1mm tread original summer tires, having never seen snow or a salt rock in its life, decides idling is a big waste of time. It will continually surge and run really rich. I can smell the unburned fuel almost immediately. I'm in the process of ordering a BT tool anyway but until it arrives I figured I would throw this up and see if anyone has any ideas.

This weekend I plan to remove the Procede RevII thats installed right now to see if I can isolate the cause or at least not have it in the car if I end up taking it to the dealer.

Additionally, once I shut the engine down I can hear what sounds like a relay cycle exactly 37 times from somewhere near the front passenger foot well. Any ideas what needs to make 37 noises before it turns off?

And if anyone happens to have a BT Pro tool they don't want anymore I'm definitely in the market. Thanks in advance.
