Do you guys know any place/person in the Bay Area that can install OSS style angle eyes for e90?

No, but you might have better luck searching for "angel eyes", instead.

Well I want to install the umnitza orion and do a blackout on the headlights. I have been searching for a DIY but no luck.

UPD: DIY: $150* OSS Style Angel Eyes W/ full black out

Just modify it to suit your need, maybe a few steps will be somewhat different. Either way this DIY is great and I'm ready to do mine, once i order last part - DTM Style rings from umnitza.
