Soooo.. I just realized today that my Tial bov has been rubbing against this area to the point where it's actually shaving metal off the bov and I was wondering if it would be safe to just dremel out the middle section completely?

I'd lean towards "molding" it with a hammer than completely cutting it. With all of the holes already in it I don't see it being a major structural component. I have no idea why those holes are there anyways.

My Forge DVs rubbed too, but i tweaked their position by changing the hose attaching to the charge pipe. Not certain that's an option with Tial BOV. I be somewhat concerned about cutting due to potential "weakening" of that structure and RUST; then again, I am paranoid...
