ECU swap?

Someone is selling an ECU with the Active Autowerks tune. Can I really just swap out ECUs? Sends like it should be tied to my car somehow.

car will not start,
ISN from DME should be written to CAS

if you are in NorCAL i can do it.

Is he selling the CAS and keys with it? As Levanime says, DME / CAS are pair...
