rules for spacers

are there rules for adding spacers? if i added 5/10mm to the front and rear respectively, did i just increase under steer?

Spacers will have no noticeable effect on the understeer/oversteer balance of your car, certainly not in the sizes you are proposing. They are for looks and wheel fitment.

About the only "handling" characteristic they will noticeably effect is steering effort - which may be increased by adding relatively large front spacers.

It will affect the scrub radius which will result and better stability, higher suspension component wear, bump-steer and increased effort to steer.
