Added an ebay style user reputation system for use with buyers/sellers forum

Well, we've implemented an ebay style system for positive and negative feedback to be used ONLY if you've completed a private transaction with another e90post member. I've found when buying and selling car parts online that knowing what the previous reputation of the person I was doing bussiness with was so important, so hopefully this comes in handy here !
