OBDII not sleeping

I have a digital monitoring gauge. It's the edge insight CTS2.
I recently installed a euro 330i tune on my 328i. Not the monitor won't turn off. I tried plugging in my carista OBDII wifi dongle and with no keys in the ignition it turns on. Why is the OBDII port not turning off?

Because its not switched it's wired directly to the Battery.
With two fuses in between. One on the cabin fuse board
and a larger on on the Battery distribution Block.

Well prior to the euro tune it was shutting off when the car was turned off
