How to properly sell and ship wheels on forum? Input appreciated

I don't have experience shipping heavy items like wheels (rim+tire) and I was wondering what's the best and safest way to do it? How do you package them? how do you get quotes on shipping?
Also, I'm hesitant to accept PayPal since I know buyer can always claim that wheels were not as described or anything they want and then PayPal takes buyers side. At least I've heard many such stories, that's why I wanted to avoid scammers and just sell locally, but I'm limiting myself doing that. So I thought to ask experienced members - how you guys do it, what's the safest way?

(I myself am very responsible seller, I rarely sell something, but when I do - I try to provide maximum info and photos of items, I explain everything, but unfortunately there are dishonest buyers who don't care about all this, they only want to scam you and get items for free using PayPal)

I would factor in around $180-$200 for shipping + proper packing materials.

You'd want to use a combination of the following:

* Double corrugated cardboard covers for front and rear side of the wheel
* Plastic wrap for cardboard covers so it doesn't move around
* Bubble wrap; apply at least 2" of padding all around (use less padding if shipping with tires)
* Double corrugated cardboard box enclosure

You'll be looking at somewhere between 1-1.5 hours of labor to properly pack the items.

What about PayPal standing with buyers no matter what and scam possibility - any way to avoid it?

Tire rack ships with foam then cardboard circle on front and back zip tied in place. You can use tape instead. Shipping wheels is not overly complicated.

Anyone can advise on PayPal - how to not get scammed when selling something?
