Camshaft Installation Exhaust 52

Hi All,
Could use some help with installing the exhaust camshaft. The Workshop Manuals states to Press down roller cam follower (3) on 2nd cylinder with spindle nut (2) of special tool 11 4 462.

Can't figure out what the purpose of this is. Why only the second cylinder and what purpose does it serve as the spring will just bounce back up once the tool is removed and the cam housing is installed. Any insight would be helpful !
