I am new to e90’s and have searched a bit but I am still a bit fuzzy on if there is a 2nd lip or extension here? I believe the first is a Vollkommen?

Looks like just 1 lip to me. Most likely an Arkym replica.

That's the Volkommen lip. You can find it on eBay in either the carbon fiber or the PU version. I got mine from LTMW. They have a online store I think. There's no second lip in that picture it's taken outside LTMW where the parking is at slope so it's just the picture angle that makes it look extra long

I like that the LTMW is poly. How is the fit? Would you recommend that lip/company?

That second picture you posted definitely has some kind of second lip.

Overall I like my LTMW lip, I've had it for 4 years now and it's never given me any issues. Once it fell off on the freeway and proceeded to be dragged a couple yards before getting shot out. After which I went back and got it and it was still in decent condition. I just had to get it repainted

As you can see in the pictures I painted my PU lip and added a custom sheetmetal lip under it, so I could extend the front sides to match the side skirts extensions
