Paint chip and peel. How to fix?

I have this chip on my front bumper that I want to fix because I am scared it might rust. Also, any ideas on how to cheaply fix those paint peels?

Garage List
If it's on the bumper, it isn't going to rust - the bumper is plastic.

That said, I'm having a hard time understanding where this damage is at. Are all the photos of the same place? The ones at the bottom showing the paint peeling off the bumper are only going to be correctable by repainting the bumper at a body shop. Figure $300-$400 for an okay job and about $600-$800 for an excellent job.

both marks are pretty bad so I think repainting is the only option . You could touch paint the first one but its pretty big to cover up properly , hard enough to cover up with small ones
