Bad paint damage

Hello was wondering if anyone could help me not sure what caused the damage or if it's fixable so was looking for advice

Looks like hazing. Either bad repair job or severe sun damage. You could try some wet sanding, and then a machine polish.

Agreed, looks like poor rework to me.
Try an agressive cut, although the size of it looks like it may need paint
