Loctite 171000 not drying

So my rear main seal finally went on my 2008 3335i N54, I'm as far as ready to put the new rear main seal in, however I keep running into the issue of the loctite sealant primer, p/n: 83197515683, not wanting to ever dry, which is an issue, the Bentley manual says to allow it to dry for 1 min and then proceed with the install.

Has anyone else run into this issue?

What was you fix?

I've thoroughly cleaned the area, and I tried degreasing with brake cleaner (Bentley manual states to thoroughly degrease the area at the seams)

Loctite 17100 is a primer to bind the sealant (see text next to third photo on page 119-9 in the Bentley manual) which probably won't really dry. It is used to activate the Loctite 128357 sealant. So just let the primer sit for a minute and then proceed through the steps shown in the Bentley manual.
