Power steering noise after flush

The title speaks for itself.

I recently had my turbos replaced by stripping the engine and after building it back up I got power steering grinding noise.

After having the garage to flush the power steering fluid, the noise remained. Theres also milkshake bubbles in the power steering that goes if I dont touch the steering.

Is there a way to bleed this air out or do I need to flush it again?
