Headlight low beam issue

Wondering if anyone has had this issue. I have a 2007 e90 with xenon and ahl. The issue is that my passenger light when my low beams turn on will turn on for a few seconds, then off and will do this 3 times then will come on and work fine. I replaced the bulbs in both headlights and swapped the ballast from the drivers side to the passenger side and I am still having this issue. Pulled codes and I get A8AB and A8A8. The passenger side does work fine after it cycles on and off 3 times. Only thing I can think now is an issue in the frm which I believe controls the lights. Anyone have any ideas? Thanks again
