Seat belt tensioner

2011 e93.

Both front seat belts have started going 'tight'. They no longer allow me to lean forward before locking. If I unclip and retract fully, I can pull them way out but once clipped in I can't lean over much before they catch.

I have not been in an accident and the air bags have not been deployed.

What's going on?
