I got money from a lawsuit and didn't pay any tax in NY. Should I still file NYS taxes? It says I am supposed to get money back but I didn't pay any state tax...

the money came from a class action law suit and it was all federal stuff that was taken out. should I file NY and hold out for my 43 bucks?
