Is there a way to improve steering response other than suspension upgrade?

I already have springs and shocks installed on my car (e92 328xi) which greatly improved the handling quality.

There is a slight delay in response from the steering wheel, although it doesnt bother me much I'm wondering what is causing this, and how it can be improved.
I have sports wheel on the car (no active steering). Do swapping the steering wheel to M-tech, M3, or Performance one affect the steering characteristics, or are they mostly cosmetic mods that can be done to my car?

Have you checked your tire pressures lately? You may want to try adding a bit more air and see how that feels as your first step...
