BMW Service intervals from new

My June 2008 E90 has only done 13000 miles. Is the initial service interval 15000, or two years, whichever comes first?

It's two years as a maximum time (when you'll need a brake fluid change and an oil change as a minimum) and / or when the OBC tells you. Actual accrued mileage is not used with CBS (condition based servicing).

You are entitled to what's called a low-mileage oil service 1year from the in-service date and also a set of wiper inserts at that time. Brake fluid and microfilters are changed 2 years from the in service date unless otherwise recommended from your car's obc or when the "key reader" indicates it when your car is brought into the dealer
