are you asking where to purchase Suspension package which includes lowering springs? Or are you asking for any technician that can have your lowering springs installed? If the latter, try the regional under "CALIFORNIA". There are lot of members that can assist you with that.
If you want to purchase suspension kit, then try one of sponsors under here:

GL.
PS. I only stick with Koni product. Over factory, not too harsh, and the drivability is perfect for everyday driving. Springs: you can go with either Eibach (which I prefer) or H&R.

I just got my 328i coupe lowered with H&R race springs. its 2" in the front and 1.5" in the back. ride gets rough on uneven roads, and you have to angle your car from time to time. but its worth the trouble imo. very nice stance.

That's going to be one hell of a drive to get his car lowered.

There are plenty of aftermarket suspension to choose from, but from experiences with Eibachs and H&R, I prefer the Eibachs due to the ride quality. It's more like stock than the H&R, but H&R race lowers the car more. Good luck with your search.

Get koni yellow, eibach pro plus kit.
This is my second car and I'm putting the same set up on. Really can't go wrong.
Don't just put springs on. You will hate it.
