Emission Test

I question for anyone that knows, can you pass emission test with
catless down pipes with stock exhaust.
also is it better to get cat back exhaust and leave stock dp's instead of catted down pipes

Only if the engine light comes on will it fail the emission test since most tests are done via OBII scanner.

OP is from Toronto, in Ontario tail pipe sniffer is also part of the test.
