Question with Paypal .. in order to buy parts for my BIMMER!

My account was banned due a minor issue
(i basiccally owe paypal 1000$ CDN)

Could i possibly make a new account?
Someone stated that all i had to do was make a new email

but.. how would i be able to transfer my money to my paypal account etc

Yeah that's what i thought..
stupid issue .. i sent out the item the other person fucked me over and said i didnt even send everything

..i provided all proof
tracking #
pictures of the items ive sent etc..(was a gucci jacket and Louis vuitton coin purse)

and paypal ruled aganist me.. so dumb -_-
