These dishonest cops are no surprise to me. Some (not all) of these traffic cops are truly scums, catching motorists simply to meet their quota when the motorists really weren't violating the traffic regulations in such a serious way (i.e going only 5 km over the limit on a straight road with no traffic). Of course, other cops are much better and more honest, but every now and then, you encounter these scums.
